Indian Oil Corporation Issues Tender For 420 kWp Solar Power Plant At Panipat Polymer Terminal

Indian Oil Corporation Limited has issued a limited domestic tender under a two-bid system for the design, supply, installation, testing, and commissioning of a 420 kWp grid-connected solar power plant at the Polymer Terminal in Panipat. The contract’s timeline includes a five-month project commissioning phase, followed by 12 months of inclusive operation and maintenance under Part A. Part B encompasses an additional 48 months of operation and maintenance.

The tender will remain open for download from December 3, 2024, at 6:00 PM to December 17, 2024, at 11:00 AM. Interested bidders must submit their offers by December 17, 2024, no later than 11:30 AM, via the IOCL e-Tender Portal. The tender opening for the techno-commercial bids is scheduled for December 18, 2024, at 11:30 AM.

A pre-bid meeting is planned for December 6, 2024, at 3:00 PM. Participants can join physically, through teleconference, or via a digital platform, provided they confirm their participation at least two working days in advance.

Bidders are required to submit an Earnest Money Deposit (EMD) of โ‚น55,487. The EMD can be paid online via the IOCL portal for amounts up to โ‚น1 lakh. For higher amounts, a bank guarantee (BG) is acceptable, with validity extending at least three months beyond the bid validity period. The bid validity is set for 120 days from the submission deadline.

This tender specifies several requirements, including the bidder’s Provident Fund and Employee State Insurance registrations, a Power of Attorney, a PAN card, and proof of incorporation. Notably, pre-qualification criteria and additional technical requirements are not applicable, as this tender is limited to empaneled bidders. The job is categorized as critical, hence no relaxation for startups or micro and small enterprises under the PQC criteria.
