ESMC Calls for Stronger Measures to Support Sustainable Solar PV Supply Chains in Europe

New recommendation paper from the ESMC Working Group on Sustainable Solar PV Supply Chains. The recommendation paper welcomes the recently enacted Net-Zero Industry Act but stresses that more is needed to restore a level playing field for the European solar PV industry. Among other measures, the ESMC paper proposes:

  • An extended scope for the EUโ€™s net-zero ambitions with clearer and stronger support for European solar PV production.
  • Continued reform of the EU state aid and a prolongation of the Temporary Crisis and Transition Framework (TCTF) beyond 2025, including support for operating expenses.
  • Reinforced support for capital expenditures for solar PV, alongside the establishment of a Climate Tech Sovereignty Fund
  • Expansion of the Carbon Border Adjustment Mechanism (CBAM) to cover entire solar PV modules.

โ€œThe NZIA is a good first step toward reshoring European solar PV manufacturing, but greater ambition is needed. We expect the new European Commission to raise its aspirations in the upcoming Clean Industrial Deal and new State Aid Regime. This will be a unique opportunity to strengthen the European industrial framework, particularly for solar PV.โ€ โ€“ states Vincent Delporte, from Holosolis and one of the main authors of the paper.
