Philippines, US Strengthen Ties in Clean Energy Transition at 2nd Energy Policy Dialogue

The Philippines and the United States reaffirmed their commitment to energy security and clean energy advancement during the 2nd United States-Philippines Energy Policy Dialogue (EPD). Hosted in Manila, the event marked a key milestone in the strategic energy partnership between the two nations.

Philippine Department of Energy (DOE) Secretary Raphael P.M. Lotilla welcomed delegates, while U.S. Ambassador to the Philippines, Her Excellency MaryKay Carlson, delivered the opening remarks. The Philippine delegation was led by Undersecretary Felix William B. Fuentebella, with the U.S. side represented by Deputy Assistant Secretary Kimberly D. Harrington of the Bureau of Energy Resources and Principal Deputy Assistant Secretary Ann Ganzer of the Bureau of International Security and Nonproliferation.

Key Outcomes and Objectives

The Dialogue built upon priorities set during U.S. Vice President Kamala Harris’s visit to the Philippines in November 2022, focusing on sustainable energy collaboration. A major achievement was the finalization of a Guiding Document to establish a structured framework for joint energy initiatives.

The EPD is part of ongoing efforts to address climate change and foster sustainable development. The inaugural Dialogue, held in the U.S. in August 2023, laid the groundwork for these discussions, with Undersecretary Fuentebella representing the Philippines.
