The Jharkhand Renewable Energy Development Agency (JREDA) has issued an Expression of Interest (EOI) for selecting solar power developers to establish grid-connected, ground-mounted solar photovoltaic power plants in the state of Jharkhand. This initiative is under the Build, Own, and Operate (BOO) model and forms part of the state’s ambitious solar policy aimed at promoting renewable energy sources and achieving a solar capacity addition of 4,000 MW in the coming years.
The EOI was published on December 26, 2024. Interested developers are invited to participate in a pre-bid meeting scheduled for January 6, 2025, at 1:00 PM. The deadline for submitting online bids is January 15, 2025, by 5:00 PM, with bid opening slated for January 17, 2025, at 3:00 PM. Developers must ensure adherence to the specified timelines to qualify for consideration.
The scope of the project includes developing a minimum solar capacity of 500 kW, with developers responsible for identifying suitable land, conducting feasibility studies, and determining the nearest evacuation points for grid integration. JREDA will facilitate the approval and support process but will not directly participate in land acquisition or other on-ground activities. Selected developers will also be required to manage project financing and enter into long-term power purchase agreements (PPAs) with the state’s DISCOM, ensuring that the energy produced is procured at tariffs determined through competitive bidding.
To participate, developers must submit their EOIs by the deadline, including comprehensive details about their experience, proposed capacity, and project plan. The EOI submission should be addressed to the Director of JREDA at its office in Ranchi. Prospective participants are also required to enclose relevant documents supporting their credentials and past experiences, as outlined in the EOI document.
The earnest money deposit (EMD) and performance bank guarantee (PBG) for the projects are essential components of the bid submission. While specific amounts are not detailed in the summary, these financial commitments are crucial for demonstrating the developers’ intent and capability to execute the projects.
This initiative aligns with the broader Jharkhand State Solar Policy 2022, which aims to attract investment and facilitate large-scale solar energy projects through regulatory incentives.
