REIL Issues An RFP For A 15 MW Rooftop Solar Project In Rajasthan, Covering Design, Installation, Maintenance, And Long-Term Commitment

Rajasthan Electronics & Instruments Limited (REIL), Jaipur, has issued a Request for Proposal (RFP) dated January 3, 2025, inviting bids for the survey, design, supply, erection, testing, commissioning, and comprehensive operation and maintenance of a 15 MW grid-connected rooftop solar photovoltaic power project. This project targets installations on state government and state undertaking buildings across Rajasthan. The project requires a long-term commitment with a maintenance contract lasting 25 years.

The tender stipulates a non-refundable fee of ₹5,000, payable through Demand Draft or RTGS. The Earnest Money Deposit (EMD) is set at ₹8,70,000 per MW, aligning with 2% of the MNRE benchmark cost. Micro and Small Enterprises (MSEs) are exempt from paying the EMD and tender document fee, provided they register their Udyog Aadhaar Number on the CPP Portal and submit the relevant certification.

The RFP outlines key deadlines: the final date for online tender submission is January 24, 2025, and bids will be opened on January 25, 2025. The tender is valid for 90 days from the last date of submission, ensuring bidders commit to their proposals during this period. The selected bidder must confirm acceptance of the Letter of Allocation (LOA) within seven days and complete the project within eleven months from the LOA issuance.

Bidders must comply with the minimum capacity requirement of 5 MW per district and meet financial and technical eligibility criteria. Financially, bidders must demonstrate a net worth of ₹60 lakh per MW and a Minimum Average Annual Turnover (MAAT) of ₹1 crore per MW over the last three financial years. Technically, bidders must have experience in designing and commissioning grid-connected solar PV plants with a minimum capacity of 5 kWp and a cumulative capacity of at least 10% of the quoted capacity.

Performance Bank Guarantees (PBG) are also part of the contract. A Construction and Performance Bank Guarantee (C-PBG) amounting to 3% of the order value must be submitted within 15 days of LOA acceptance. Additionally, an Operation and Maintenance Performance Bank Guarantee (OM-PBG) is required to ensure quality maintenance for the project duration.

The project’s scope includes comprehensive O&M services, with annual payments starting at ₹4.75 lakh per MW, escalating by 3% annually after the first year. A penalty mechanism is in place for underperformance, ensuring accountability for achieving a Capacity Utilization Factor (CUF) of at least 15%.

This ambitious project aims to enhance renewable energy adoption in Rajasthan, emphasizing quality, efficiency, and long-term sustainability. Interested parties can access detailed tender documents on the REIL website and CPP Portal, ensuring all bids align with the specified requirements.
