ERC Strengthens Energy Regulation with Training on NGCP’s Performance Incentive Scheme

The Energy Regulatory Commission (ERC) took part in a crucial training session on the Performance Incentive Scheme (PIS) for the Fifth Regulatory Period (5th RP) of the National Grid Corporation of the Philippines (NGCP) on 07 January 2025. The training, organized by NCL Power Consulting Corporation, aimed to enhance the ERCโ€™s technical expertise and operational capacity, ensuring effective regulatory oversight.

The session was part of the ERC’s ongoing efforts to strengthen its regulatory frameworks and to rigorously evaluate NGCP’s proposed PIS in alignment with the Amended Rules for Setting Transmission Wheeling Rates (RTWR). The training focused on providing ERC personnel with the necessary tools to assess the reasonableness, prudency, and regulatory compliance of the proposed performance incentives.

Key objectives of the training included equipping ERC staff with the knowledge to evaluate performance metrics, ensuring transparency, accountability, and efficiency within the transmission sector. The PIS is critical in determining the Maximum Allowable Revenue (MAR) for NGCP, which directly influences electricity service affordability, efficiency, and reliability.
