The Central Electricity Regulatory Commission (CERC) issued an order on January 14, 2025, concerning the petition filed by POWERGRID Bhadla Bikaner Transmission Limited for the grant of a transmission license. The petition was made under Sections 14 and 15 of the Electricity Act, 2003, along with the Central Electricity Regulatory Commissionโs Transmission Licence Regulations, 2024. The license pertains to the establishment of an inter-state transmission system aimed at strengthening the interconnections of the Bhadla-III and Bikaner-III complexes on a Build, Own, Operate, and Transfer (BOOT) basis.
The project involves the construction of critical transmission elements, including a 765 kV double circuit line between Bhadla-III and Bikaner-III, with 240 MVAr switchable line reactors. These components are scheduled for commissioning by August 30, 2026. Following a competitive bidding process conducted by PFC Consulting Limited, POWERGRID emerged as the successful bidder, quoting the lowest annual transmission charges of โน979.70 million.
The Commission, in its preliminary order dated November 28, 2024, expressed satisfaction that the petitioner met the conditions for granting a transmission license. Consequently, a public notice was issued, inviting suggestions or objections from stakeholders. No objections were received, clearing the way for the Commission to proceed with the grant.
During the hearing held on December 26, 2024, the petitioner requested permission to file an affidavit regarding a name change from “Bhadla-III & Bikaner-III Transmission Limited” to “POWERGRID Bhadla Bikaner Transmission Limited.” The change was formalized through a certificate issued by the Registrar of Companies on December 18, 2024.
The Commission’s final order granted the transmission license for 25 years, subject to several conditions. These include compliance with various regulatory standards, submission of regular progress reports, adherence to competitive bidding for contract awards, and non-discriminatory access to the transmission system. Additionally, the licensee is prohibited from engaging in electricity trading or other unrelated businesses during the license term. Monitoring of the project’s execution will be undertaken by the Central Transmission Utility of India Limited and the Central Electricity Authority to ensure adherence to schedules and standards.
The Commission emphasized the importance of compliance with the Transmission Service Agreement (TSA) and other regulatory requirements, highlighting that any lapses would attract necessary actions. The petitioner also committed to implementing the project in alignment with these provisions.
The Commission formally allowed the petition, marking a significant step in bolstering inter-state power transmission infrastructure. The decision underlines the commitment to improving the efficiency and reliability of Indiaโs electricity grid, ensuring sustainable and widespread energy distribution.
