The bid requires an earnest money deposit (EMD) of ₹12,51,000 and an ePBG of 5% of the bid value, valid for 122 months. The bidder’s minimum average annual turnover over the last three financial years should be ₹187 lakh, and they must demonstrate seven years of experience in providing similar services. Exemptions for startups and MSEs are not applicable.

The evaluation process includes multiple stages: responsiveness checks, eligibility assessment, technical evaluation, and the selection of the successful bidder. Tariff rates will be the primary basis for selection, with additional weight given to the capacity utilization factor in case of identical bids.

The project focuses on sustainable development, aiming to integrate renewable energy into port operations. Reverse auctions will be conducted among technically qualified bidders, with specific rules for participation. The project reflects the government’s commitment to green energy solutions in strategic locations like ports.
