The European Commission has unveiled a new independent study providing a detailed analysis of the net-zero manufacturing landscape across the EU’s 27 member states. The report offers an in-depth overview of advancements in sectors such as wind, solar, batteries, carbon capture, heat pumps, and other key technologies driving the green transition.

Addressing Data Gaps in Net-Zero Manufacturing

The study tackles the challenge of limited data availability in assessing the state of net-zero technology manufacturing in the EU. Its primary objective is to bridge this gap by mapping current manufacturing capacities and analyzing the policies and incentives supporting the sector.

Key Findings of the Study

The report is structured around two core components:

1. Manufacturing Capacity Mapping: A detailed analysis of production capabilities for selected net-zero technologies across all EU member states.
2. Policy and Incentive Analysis: An examination of national-level policies, including regulatory frameworks, permit-granting processes, investment incentives, and skills development initiatives.

The study identifies bottlenecks hindering the scaling up of manufacturing capacity while highlighting opportunities and best practices in policy design. Notably, nearly 75% of EU countries have introduced incentive programmes to attract investments in net-zero technology production.

At the EU level, the Net-Zero Industry Act plays a pivotal role in creating a regulatory framework to bolster European manufacturing capacity for net-zero technologies. The act addresses barriers to scaling up production, ensuring Europe remains competitive in the global clean energy race.
