Advancing Energy Resilience: The Impact Of The SIDS Lighthouses Initiative On Island Economies – IRENA Report

The Small Island Developing States (SIDS) Lighthouses Initiative (LHI) report has demonstrated significant progress in supporting energy transitions and sustainable development in island economies. Coordinated by the International Renewable Energy Agency (IRENA), the initiative promotes renewable energy adoption to reduce dependence on fossil fuels and improve energy security. Despite facing challenges like climate change, limited resources, and high fossil fuel costs, SIDS has advanced its renewable energy goals, increasing installed capacity and access to clean energy solutions.

Between 2014 and 2023, the installed renewable electricity capacity in SIDS grew from 3.67 gigawatts (GW) to 8.76 GW. Solar power experienced the most significant growth, expanding from 0.1 GW to 4.2 GW during this period. Wind and bioenergy capacities also increased, while hydropower remained stable. These developments have supported energy accessibility and socio-economic growth, particularly in remote and underserved areas. For example, renewable energy technologies have contributed to education, healthcare, and disaster resilience.

The initiative’s approach emphasizes partnerships, capacity building, and financial support tailored to each SIDS’s unique needs. It aims to create a just energy transition that addresses the socio-economic vulnerabilities of island nations. A key objective is achieving 10 GW of installed renewable energy capacity by 2030. Efforts under the initiative include support for Nationally Determined Contributions (NDCs), enhancing data collection for informed policymaking, and integrating renewables into non-energy sectors like health and agriculture.

The LHI has also expanded its partnership network, bringing together SIDS, developed nations, private entities, and international organizations. Notable achievements include progress in renewable energy deployment, increased global recognition, and enhanced technical and financial support. For instance, the initiative has facilitated innovative projects such as sargassum-based biofuels and offshore wind energy. It has also prioritized sectors like transportation, emphasizing the shift to electric vehicles powered by renewable energy.

Additionally, data-driven strategies have strengthened SIDS’ capacity to track progress and adapt to evolving energy challenges.

Despite significant progress, challenges remain. The initiative underscores the need for greater financial support and international collaboration to address the unique vulnerabilities of SIDS. Recurring natural disasters and economic constraints necessitate innovative funding mechanisms, such as debt-for-climate swaps, and increased private sector involvement. The operationalization of global carbon markets and gender-inclusive climate action are also essential steps forward.
