NBCC Services Issues Tender For 590 kWP Rooftop Solar Power System At IMD’s Mousam Bhawan, New Delhi

NBCC Services Limited, a wholly owned subsidiary of NBCC (India) Limited, has issued an e-tender notice dated January 27, 2025, for a project involving the supply, installation, testing, and commissioning of a 590 kWP grid-interactive rooftop solar power generation system at the Indian Meteorological Department (IMD) building, located at Mousam Bhawan, Lodhi Road, New Delhi. The project, estimated to cost โ‚น5,82,94,121 (inclusive of GST), aims to complete the installation and associated works within a stringent timeline of 45 days from the issuance of the Letter of Award (LOA).

The tender is open to experienced contractors meeting specific criteria. Prospective bidders must submit an Earnest Money Deposit (EMD) of โ‚น5,82,941, either via an online payment gateway or as a bank guarantee. Additionally, a non-refundable tender document fee of โ‚น11,800 and a tender processing fee of โ‚น2,950 are required.

The deadline for online submission of bids is February 11, 2025, at 11:00 AM, with hard copies of certain essential documents, including the bank guarantee and affidavit of document correctness, also required by the same date and time. The technical bid will be opened shortly after, at 11:30 AM on February 11, 2025. Financial bid opening dates will be announced subsequently.

Interested contractors must demonstrate their expertise by having completed similar grid-interactive rooftop solar power generation projects. Qualifying work experience includes either three projects costing at least 40% of the estimated tender value, two projects costing 50%, or one project costing 80% of the tender value within the last seven years. The evaluation process requires the submission of completion certificates, supported by additional documentation such as Letters of Award and TDS certificates for private-sector projects.

Financial eligibility criteria include an average annual financial turnover of at least 40% of the estimated project cost over the last three years, certified by a Chartered Accountant. Contractors must also have a net worth of at least 10% of the estimated cost as of the last audited financial year and provide a bank solvency certificate covering at least 40% of the project cost. Bidders must have achieved profitability in at least one of the last three financial years.

The successful bidder is required to furnish a performance bank guarantee of 5% of the contract value within 15 days of receiving the LOA. Additional performance guarantees may be necessary if the winning bid is abnormally low. Security deposits equating to 5% of each running or final bill will also be retained.
