DEWA Issues Tender for 2GW Phase VII of Mohammed Bin Rashid Al Maktoum Solar Park

Dubai Electricity and Water Authority (DEWA) has launched a tender for the construction of Phase VII of the Mohammed Bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar park developed under the Independent Power Producer (IPP) model.

The new phase will add 1,600 MWac to 2,000 MWac of solar photovoltaic (PV) capacity and integrate 1GW of battery storage, providing six hours of energy storage to ensure dispatchable clean power.

A key component of Dubai’s Clean Energy Strategy 2050, the project will be commissioned in phases starting August 2027. The integration of a 1,000MW Battery Energy Storage System (BESS) will enhance renewable energy utilization and strengthen Dubai’s energy security. Upon completion, the solar park’s total capacity will exceed the initial 5,000MW target, reinforcing the UAE’s position as a global leader in renewable energy innovation.

Under the tender terms, the winning developer or consortium will hold shared ownership of the project, with DEWA purchasing the generated power through a long-term Power Purchase Agreement (PPA).

The deadline for submitting Expressions of Interest (EOIs) is March 21. Earlier this week, DEWA appointed a global consortium led by Deloitte as the consultant for Phase VII of the solar park.
