Jodhpur Vidyut Vitran Nigam Limited (JdVVNL) has issued a Request for Price Bid (RfP) for the design, survey, supply, installation, testing, commissioning, operation, and maintenance of grid-connected solar power plants under the PM-KUSUM Scheme – Component A. The project is set to run for 25 years from the Commercial Operation Date (COD) and includes the construction of associated 11 kV lines to connect the plants with 33/11 kV substations, along with a remote monitoring system (RMS).
The RfP was released on February 24, 2025. Eligible bidders who had participated in the earlier Expression of Interest (EoI) process were invited to submit their price bids. The tender process follows a limited bidding modality, ensuring that only pre-qualified applicants participate in the bidding through the Rajasthan Government’s e-procurement portal.
The bidding timeline specifies that online submissions began on February 25, 2025, at 18:00 hrs, and the deadline for online submissions is March 5, 2025, by 18:00 hrs. The physical submission of original documents at the JdVVNL office in Jodhpur is scheduled from March 6 to March 7, 2025, until 15:00 hrs. The opening of online bids will take place on March 7, 2025, at 17:00 hrs.
The selection process will be based on the lowest tariff (L1) quoted by the bidders, arranged in ascending order. If multiple bidders offer the same tariff, the selection will be determined by a lottery system in the presence of the bidders. The final selection will be conducted on a lot-wise basis, with the lowest tariff bidder being awarded the project. The successful L1 bidder will receive a Letter of Award (LoA) through registered mail or email.
The financial requirements for the tender include a non-refundable RISL e-procurement processing fee of ₹2,950 per lot, payable via demand draft to the Managing Director, RISL, Jaipur. Since the bid security or Earnest Money Deposit (EMD) had already been collected during the earlier EoI stage, it is not required for this RfP. The selected bidders will also have to meet the Performance Bank Guarantee (PBG) requirements as per the project specifications.
The pre-fixed levelized tariff ceiling for the project is set at ₹3.040 per kWh, and bidders must quote their tariff below this limit. Any bid exceeding this price will be considered at the ceiling rate of ₹3.040 per kWh. The quoted tariff must be specified up to three decimal places, with any additional digits ignored during evaluation.
JdVVNL retains the right to accept or reject any bid and annul the bidding process at any time without liability. The tender process is governed by MNRE guidelines and amendments in the EoI document.
The project aims to enhance decentralized solar power generation and integrate it with the existing grid infrastructure in Rajasthan. With the adoption of RESCO mode, private developers will be responsible for the financing, development, and operation of the solar power plants, ensuring sustainable energy supply for 25 years. This initiative aligns with India’s broader renewable energy goals, promoting clean and reliable power for rural and agricultural consumers.
