OREDA Invites Bids For 20 MW PM-KUSUM A Solar Projects In Odisha

OREDA Limited, under the Department of Energy, Government of Odisha, has issued an Expression of Interest (EOI) inviting EPC contractors to collaborate with landowners and farmers for leasing land and executing the PM-KUSUM A project. This project includes the design, engineering, supply, construction, erection, testing, commissioning, power evacuation, and operation and maintenance for ten years of solar PV technology-based grid interactive power plants.

The schedule for the events mentioned in the EOI is clearly defined. The publication of the EOI was on 28th February 2025. The last date for receiving pre-bid queries is 11th March 2025, and the pre-bid meeting will be conducted online on 12th March 2025. The due date and time for submission of online copies of the technical bid and price bid are 29th March 2025 at 5:00 PM. The hard copies of select documents, such as the cost of the bid, EMD, power of attorney, self-declaration form of the farmer or landowner, and declaration form of the EPC contractor, must be submitted by 5th April 2025 at 5:00 PM. The tentative date for the opening of the technical bids is 7th April 2025 at 3:00 PM. The date for the opening of the price bid will be intimated later.

The Earnest Money Deposit (EMD) amount required for participation in this EOI is ₹1,00,000 (Rupees One Lakh only) per MW of quoted capacity. This amount must be submitted either through a Demand Draft, Fixed Deposit Receipt, or Bank Guarantee in favor of the Chief Executive Officer, OREDA Limited, payable at Bhubaneswar, Odisha. Additionally, a Performance Bank Guarantee (PBG) is also required from the selected bidders. The amount of the PBG is ₹5,00,000 (Rupees Five Lakh only) per MW of the allocated capacity. This PBG must be submitted in the form of a Bank Guarantee before signing the Power Purchase Agreement (PPA).

The EOI specifies that the projects will be installed in single locations and can be multiple sites of 2 MW capacity each. Initially, the total cumulative project capacity is capped at 20 MW. However, OREDA reserves the right to increase or decrease the total capacity and to decide on the capacity of the projects to be allocated at single or multiple sites at its own discretion.

OREDA has made it clear that all solar modules used in the project must be sourced only from the models and manufacturers listed in the latest Approved List of Models and Manufacturers (ALMM) issued by MNRE. The projects are expected to be installed on land leased from farmers or landowners by the EPC contractors, ensuring direct involvement and benefit for the local stakeholders.

The selected EPC contractors will be responsible not only for the project implementation but also for its operation and maintenance for ten years. The solar PV power plants under this project aim to enhance renewable energy generation in Odisha, align with India’s ambitious renewable energy targets, and promote the solarization of agricultural activities under the PM-KUSUM A scheme.
