Ministry Of Power Proposes Amendment To Inter-State Transmission Rules

The Ministry of Power has proposed an amendment to the Electricity (Transmission System Planning, Development and Recovery of Inter-State Transmission Charges) Rules, 2021.  The Ministry has invited comments on the draft amendment, with a deadline for submissions set for April 26, 2025.   

The amendment pertains to rule 3, sub-rule (5) of the aforementioned rules.  Specifically, it involves the insertion of a new proviso after the first proviso, which grants the Central Government the authority to delegate powers to the National Committee on Transmission and Central Transmission Utility for approving Inter-State Transmission System (ISTS) projects.  This delegation of power is subject to cost limits that will be specified by the Central Government and revised periodically.   

The proposed amendment will be officially named the “Electricity (Transmission System Planning, Development and Recovery of Inter State Transmission Charges) Amendment Rules, 2021” and will come into force upon its publication in the Official Gazette.
