UPNEDA Invites Bids For 500 MW Rooftop Solar PV Projects In Uttar Pradesh

The Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has issued a call for bids to develop 500 MW of grid-connected rooftop solar PV projects on government and semi-government buildings, as well as on industrial and institutional facilities under the Uttar Pradesh State Industrial Development Authority (UPSIDA). These projects will be implemented using the RESCO model, with provisions for either net-metering or net-billing.

Bidders will have the opportunity to choose project sites or develop projects on sites allocated by UPNEDA. The bid proposals are open for capacities ranging from 1 kWp to 2000 kWp. All projects must comply with the UPERC RSPV Regulations 2019 and subsequent amendments.

The tender document for this initiative became available on April 17, 2025. A pre-bid conference is scheduled for April 29, 2025, at 12:30 pm at the UPNEDA Head Office in Lucknow. Interested parties must submit their e-bids by the deadline of May 16, 2025, before 6:00 pm. Technical e-bids will be opened on May 17, 2025, at 11:30 am.

As part of the bidding process, bidders are required to submit an Earnest Money Deposit (EMD)/Bid Bond. Specific details regarding the EMD/Bid Bond are included in the Request for Selection (RfS) document below. The EMD/Bid Bond must be provided in the form of a bank guarantee in favor of the Director, UPNEDA, payable in Lucknow. The original Demand Draft and bank guarantee, along with other required documents, must be submitted to UPNEDA before the technical e-bid opening.

Once the Power Purchase Agreement (PPA) is signed, successful bidders will be required to provide a Performance Bank Guarantee (PBG) before the issuance of the work order. The PBG amount will be calculated at โ‚น10,00,000 per MW of PPA signed capacity and must be valid for eighteen months after the PPA signing.

The tender allows bidders to propose rooftop projects for government buildings, with UPNEDA holding the right to reallocate capacities among bidders. The selected firms will be responsible for the entire lifecycle of the rooftop solar PV projects, which includes design, engineering, supply, erection, testing, commissioning, warranty, operation, and maintenance for 25 years.
