MGEN Strengthens Singapore’s Grid Resilience with Commissioning of 100MW Fast Start Facility

Meralco PowerGen Corporation (MGEN), through its Singapore-based subsidiary PacificLight Power (PLP), has officially completed and commissioned a 100-megawatt (MW) Fast Start Ancillary Services facility on Jurong Island, a key addition aimed at strengthening the stability and flexibility of Singapore’s national power grid.

The fast-response facility, powered by Siemens Energy gas turbines, supplements PLP’s existing 830MW Combined Cycle Gas Turbine (CCGT) operations and is designed to provide immediate support during unexpected outages or fluctuations in grid performance. The plant became operational this month, as confirmed by Atty. Christer Gaudiano, MGEN Head of Sustainability, Communications, and External Affairs.

“This milestone reflects our commitment to investing in high-efficiency, future-ready technologies that address both reliability and sustainability challenges,” said Emmanuel V. Rubio, MGEN President and CEO. “Through PLP, we are proud to contribute to Singapore’s energy security while expanding our regional footprint with innovation at the core.”

The construction of the facility was carried out by Jurong Engineering Limited (JEL) and demonstrated exemplary workplace safety standards, recording over 480,000 man-hours without any loss-time injuries.

Looking ahead, PLP is preparing for the development of a 670MW hydrogen-ready CCGT plant integrated with a large-scale battery energy storage system—Singapore’s first of its kind. Scheduled for completion by January 2029, the upcoming project highlights PLP’s commitment to supporting the city-state’s transition toward a low-carbon future.

As electricity demand continues to rise in Singapore, MGEN reiterated its commitment to “smart, sustainable, and scalable energy investments” across the region.
