Peninsula Electric Cooperative (PENELCO) has signed a Power Supply Agreement with Solana Solar Beta, Inc. for the delivery of 10 megawatts (MW) of renewable energy. The ceremonial signing marks a strategic move by the cooperative to advance its clean energy transition, with commercial operations targeted for February 2026.
The agreement is in line with the Department of Energyโs 2023 policy, which grants an exemption from the Competitive Selection Process (CSP) for qualifying projects. This allows PENELCO to expedite its compliance with the Renewable Portfolio Standards (RPS), a regulation mandating electricity providers to source a portion of their supply from renewables.
By sourcing embedded solar power directly from Solana, PENELCO is expected to benefit from reduced supply costs by avoiding transmission charges and value-added tax (VAT). The partnership also supports the cooperativeโs goal of delivering more reliable and sustainable energy to its member-consumers.
The deal complements Solana Solarโs larger 22.785 MW solar project under construction in Hermosa, Bataan. That facility is projected to generate approximately 32.8 gigawatt-hours (GWh) annually and is expected to begin commercial operations by the end of 2025. The project is anticipated to provide significant employment opportunities for the local community throughout its construction and operational phases.
