NABARD Invites Bids For 70 kW Solar Rooftop Project In Ahmedabad, Gujarat

The National Bank for Agriculture and Rural Development (NABARD) has invited bids for the installation, testing, and commissioning of a grid-connected solar rooftop system at two of its locations in Ahmedabad, Gujarat. The sites identified for this project are NABARD Tower, Usmanpura, with a capacity of 40 kW, and NABARD Vihar, Navrangpura, with a capacity of 30 kW, totaling 70 kW. The estimated cost of the project is ₹26.25 lakhs.

The tender was issued on 27 June 2025, and all bids are to be submitted through the Government e-Marketplace (GeM) portal using the two-bid system. Interested bidders must submit both technical and financial bids. The pre-bid meeting is scheduled for 4 July 2025 at 3:00 PM at NABARD’s regional office in Usmanpura, Ahmedabad. The last date for submission of bids is 18 July 2025 up to 3:00 PM, and the opening of bids will be held at 4:00 PM on the same day.

To participate in the bidding process, bidders are required to deposit an Earnest Money Deposit (EMD) of ₹52,500, which must be transferred via NEFT/RTGS to NABARD’s account. Tenders submitted without the EMD will be rejected outright. Furthermore, the successful bidder must submit a Performance Bank Guarantee (PBG) or Security Deposit equivalent to 5% of the contract value within 10 days of the award of the contract. This deposit will serve as a Retention Money Deposit (RMD) and will be released 90 days after the completion of the 2-year defect liability period, subject to satisfactory performance.

The contract includes a comprehensive 2-year maintenance period post-installation, covering regular module cleaning and routine services. The capacity utilization factor (CUF) is expected to be maintained at 19%, and any shortfall in energy production will need to be compensated by the contractor at the prevailing DISCOM tariff. If this condition is not met, NABARD reserves the right to invoke the entire Performance Bank Guarantee.

The solar PV system must use Mono-Crystalline Indian-made solar modules, not less than 500 Wp each. The inverters must be IEC-certified with anti-islanding protection and have a capacity closely matching the solar array size. Mounting structures should be pre-galvanized and certified by a structural engineer to withstand 150 km/h wind speeds.

As part of the technical requirements, bidders must have at least seven years of experience in executing similar rooftop solar projects for public sector units, banks, or government offices. Additionally, bidders must have an average annual turnover of ₹8 lakhs over the last three financial years and possess valid electrical contractor licenses, along with registration in the Ahmedabad or Gandhinagar municipal areas.

The scope of work includes design, supply, installation, testing, commissioning, and maintenance of the complete solar PV system. The contractor is also expected to provide manuals, periodic training, and quarterly performance reports during the maintenance period.

NABARD has clearly stated that any deviation from the terms or concealment of information may result in disqualification. The bank reserves the full right to accept or reject any bid, wholly or partially, without assigning any reason. All decisions by NABARD in the tendering and award process will be final.
