Citicore Seeks ERC Nod for ₱37.2-M Transmission Line Linking 75-MW Bolbok 2 Solar to Luzon Grid

Citicore Solar Batangas 2, Inc. (CSBat2I) has filed an application with the Energy Regulatory Commission (ERC) for the development and ownership of a dedicated transmission line to link its 75-megawatt (MW) Bolbok 2 Solar Power Project in Tuy, Batangas to the Luzon power grid.

In an order dated June 25, 2025, the ERC declared the application sufficient in form and scheduled a virtual hearing on August 7, 2025.

The proposed PHP 37.2-million point-to-point transmission facility will connect the solar power plant in Barangay Bolbok to the National Grid Corporation of the Philippines’ (NGCP) 69-kilovolt Tuy Substation. CSBat2I stated that this route is the most technically viable and confirmed that the project will be fully funded by the company.

The Bolbok 2 project has received critical government endorsements, including the Department of Energy’s Certificate of Endorsement for Point-to-Point (COE-P2P) and a Certificate of Energy Project of National Significance (CEPNS). The company was also awarded capacity under the Green Energy Auction Program 2 (GEA-2), designed to accelerate renewable energy deployment.

CSBat2I is now seeking provisional authority from the ERC to commence construction of the transmission line while awaiting full regulatory approval.

The solar developer has already secured major clearances for the project, such as the Environmental Compliance Certificate from the Department of Environment and Natural Resources (DENR) and a Certificate of Non-Overlap from the National Commission on Indigenous Peoples (NCIP).

The ERC has directed CSBat2I to notify impacted communities, publish the notice of hearing, and coordinate with concerned government agencies, including the NGCP.
