Enugu State Invites Proposals for Solar Mini-Grids Under REDSEM to Boost Rural Electrification

In a strategic effort to deepen electricity access and promote clean energy adoption, the Enugu State Government, in collaboration with the Nigerian Energy Support Programme (NESP), GIZ Nigeria, and ECOWAS, has issued a call for proposals from qualified solar mini-grid developers.

The initiative titled Renewable Energy Project Development for State Electricity Market (REDSEM) aims to deploy mini-grid solutions across unserved and underserved communities in Enugu State. The goal is to connect a minimum of 1,500 new customers per project, with system capacities ranging from 0.2MW to 0.6MW.

Selected developers will receive substantial financial assistance, with up to 70โ€“80% of capital expenditure (CAPEX) covered through in-kind grant support. Interested developers are required to identify suitable project locations using the Nigerian SE4ALL geospatial database.

Eligibility Requirements Include:

  • Valid incorporation in Nigeria with up-to-date compliance certifications (CAC, Tax Clearance, PENCOM, NSITF, and ITF)
  • Demonstrated track record in mini-grid development
  • Technical and financial capacity to execute the proposed projects

Proposal Submission Details:
Developers are to submit both hard and soft copies of their proposals. Hard copies should be delivered to the Enugu State Electricity Regulatory Commission (EERC) office located at No. 2 Forest Close, off Forest Crescent, GRA, Enugu.

Deadline:
All proposals must be submitted by 4:00 PM on Friday, August 15, 2025.

This initiative underscores Enugu Stateโ€™s commitment to fostering sustainable energy solutions and creating a thriving renewable energy market to power inclusive development across its communities.
