ITI Limited Invites Bids For 15 MW On-Grid Rooftop Solar Project At SCCL

ITI Limited, a central government public sector company under the Ministry of Communications, has invited bids for a large-scale solar energy project. The company has issued an Expression of Interest (EOI) for the design, engineering, procurement, supply, installation, testing, and commissioning of on-grid rooftop solar plants with a cumulative capacity of 15,000 KWp (DC). These solar installations will be set up across residential and office buildings of the Singareni Collieries Company Limited (SCCL). The project will also include a comprehensive operations and maintenance (O&M) period of 10 years.

The tender dated August 11, 2025, has an estimated value of ₹84 crore. Bidders are required to submit their offers online, with the deadline set for August 19, 2025, at 11:00 hrs. The technical bids will be opened the same day at 11:30 hrs, while the financial bids will be opened the next day, August 20, 2025, at 11:30 hrs.

The EOI specifies that only eligible bidders can participate. Technically, the bidder should have experience in executing grid-connected solar projects of at least 3,000 KWp (DC) within the last seven financial years. Financially, bidders must have an average annual turnover of ₹15 crore over the last three years, and their net worth for the last audited financial year must be positive.

A significant requirement for participating in the tender is the submission of an Earnest Money Deposit (EMD) amounting to ₹84 lakh. Additionally, the successful bidder will need to provide a Performance Bank Guarantee (PBG) equal to 10% of the total agreement value, which will be valid for 127 months. The PBG must be furnished within 90 days from the date of the award notification.

The EOI also notes that bids submitted without the cost of the EOI document will be rejected. Bidders are required to pay the EOI processing fee when submitting their offers online. The validity of the offers is set at seven months from the submission date.

This tender by ITI Limited represents a significant step toward expanding rooftop solar energy in SCCL premises, supporting India’s renewable energy targets. The project is expected to provide clean and sustainable power for residential and office buildings while promoting long-term energy efficiency through a 10-year maintenance period. The clear timeline, along with specific technical and financial criteria, ensures that only qualified companies with prior experience in solar projects will participate in this large-scale initiative.
