ITI Limited has invited interested parties to participate in a short Expression of Interest (EOI) for setting up a 5 MW (AC) grid-connected ground-mounted solar power plant in the East Singhbhum District of Jharkhand. The scope of work not only includes engineering, procurement, and construction but also covers the operation and maintenance of the plant for a period of 25 years.
The estimated project cost is around โน43.93 Crore. Bidders are required to pay a tender fee of โน11,800 through RTGS or NEFT to participate in the process. In addition to this, an Earnest Money Deposit (EMD) of โน87,86,000 must also be submitted. This amount, which is mandatory for all bidders without any exemption, will be adjusted as Performance Security for the successful bidder. The Performance Security is fixed at 10 percent of the total work order value. No interest will be paid on the EMD. The successful bidder will further be required to furnish a Performance Bank Guarantee equivalent to 10 percent of the total order value.
The selection will follow a two-bid system, consisting of a technical bid and a financial bid. Both bids need to be submitted online. Only those bidders who clear the technical evaluation will have their financial bids considered. The tender specifies important timelines for the process. The last date for raising clarifications is August 31, 2025, up to 17:00 Hrs. The last date for bid submission is September 9, 2025, at 10:00 Hrs. Technical bids will be opened the same day at 10:30 Hrs, while the schedule for opening financial bids will be shared later with those who qualify technically.
This initiative aims to develop a solar power plant on government land in accordance with the technical requirements and specifications laid down by ITI Limited. The winning bidder will be required to sign a formal agreement as well as a Pre-contract Integrity Pact with ITI Limited before taking up the work. The award will be made on the basis of the lowest quoted bid.
A key condition in the tender is that the solar photovoltaic modules will not be procured by the bidder but will instead be supplied directly by ITI Limited. Bidders must exclude the module cost from their financial quotations and will need to collect the modules from ITIโs Naini premises. The tender further clarifies that financial arrangements, including payments and applicable taxes, will be handled on a back-to-back basis as per the customerโs tender requirements.
This EOI reflects ITI Limitedโs ongoing role in supporting renewable energy projects and highlights the push to expand solar capacity in Jharkhand. By structuring the tender with detailed requirements and a 25-year operations contract, the authority aims to ensure long-term efficiency and reliability of the project.
