NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited online bids for the development of a 1000 kW grid-connected rooftop solar power project at DRDO Jodhpur. The bidding will be carried out on a single-stage, two-envelope basis, consisting of a techno-commercial bid and a price bid, through the Government e-procurement portal GePNIC.
The project involves installing solar photovoltaic systems on various DRDO premises and buildings. Bidders will be responsible for conducting visual assessments of rooftops, checking water and electricity arrangements, security measures, and identifying optimal system capacity. They will also handle design, engineering, supply, civil construction, erection, testing, and commissioning of the system. After installation, the successful bidder will be required to operate and maintain the project for the specified period. Connectivity approvals from the local distribution licensee or statutory authorities must be obtained before project execution.
The tender documents, available on the GePNIC portal, provide the detailed scope of work and technical specifications. Participation is restricted to NVVN-enlisted eligible bidders, and a site survey is mandatory for those who wish to submit bids. An undertaking confirming the site survey must be submitted along with the bid; otherwise, the bid will be rejected.
The tender schedule, including issuance of invitation for bids, sale of bidding documents, last date for queries, bid submission deadlines, and bid opening dates, is available on the GePNIC portal. Bidders are advised to regularly check the portal for updates since no hard copies of bidding documents will be issued. The use of Class-III Digital Signature Certificates is mandatory for submission.
The Earnest Money Deposit (EMD) for this project is fixed at Rs. 5,00,000. Proof of e-payment of the bid security must be submitted either in a separate sealed envelope or uploaded on the e-tendering portal. Any bid not accompanied by an acceptable bid security will be rejected as non-responsive. The EMD will remain valid for the specified duration in the bidding documents and may be forfeited if bidders withdraw or fail to comply with tender conditions.
The Performance Bank Guarantee (PBG) is also a requirement under this tender, although the exact percentage of the awarded contract value is provided in the bidding documents. The successful bidder will need to furnish the PBG within the stipulated time after the award of the contract, and it must remain valid through the operation and maintenance period, with an additional claim period.
The project financing will be managed through a mix of external commercial borrowings, domestic borrowings, or NVVNโs own resources. NVVN reserves the right to reject any or all bids or even cancel the tender without assigning any reason.
This project provides an opportunity for registered bidders to contribute to renewable energy expansion in India by developing a 1 MW rooftop solar project at DRDO Jodhpur, combining technical expertise with long-term sustainability goals.
