Rajasthan Electronics & Instruments Limited (REIL) has invited bids for the survey, design, supply of Balance of System (excluding SPV modules), erection, testing, commissioning, and five years of comprehensive operation and maintenance of 5 MW grid-connected rooftop solar photovoltaic power plants on state government buildings in the Union Territory of Jammu & Kashmir. The estimated cost of the project is โน9.80 crore, and the tender will be processed through an open domestic tender followed by an e-reverse auction.
The tender was published on September 16, 2025, at 17:00 hours. The same day also marked the start of document downloading, clarification, and bid submission processes. The deadline for downloading the tender documents and submitting bids is October 7, 2025, up to 17:00 hours. Clarifications can be sought until September 27, 2025, and the responses to clarifications will be issued by September 30, 2025. The pre-bid conference will be held on September 23, 2025, from 11:00 am to 12:00 pm, both offline at REILโs office in Jaipur and online through Google Meet. Queries for the pre-bid conference must be submitted by September 22, 2025, at 17:00 hours. The techno-commercial bid opening is scheduled for October 8, 2025, at 17:00 hours, while the financial bid opening date will be communicated later to eligible bidders.
The Earnest Money Deposit (EMD) is fixed at โน3,92,000 per MW of the quoted capacity. It must be submitted through a bank guarantee, insurance surety bond, demand draft, fixed deposit receipt, or bankerโs cheque drawn in favor of Rajasthan Electronics & Instruments Limited, payable at Jaipur. The EMD must remain valid for 90 days from the last date of bid submission. Micro and Small Enterprises (MSEs) are exempted from EMD submission but are required to provide a UDYAM certificate along with a bid securing declaration.
The Performance Bank Guarantee (PBG) requirement is set at 3% of the awarded value. The successful bidder must furnish this guarantee within 21 days of issuance of the work contract, and it must remain valid for 60 months from the scheduled completion date, with an additional claim period of 30 days. REIL will release the PBG within three months after the completion of the operation and maintenance period.
The tender follows a single-stage two-envelope system, requiring bidders to submit separate technical and financial bids. Only Class-I local suppliers are eligible to participate, and the contract may be split among more than one bidder depending on feasibility.
This tender marks another step in the governmentโs effort to boost renewable energy adoption in Jammu & Kashmir by leveraging rooftop solar on public buildings. It offers opportunities for capable solar engineering and service providers to contribute to the stateโs green energy goals while ensuring long-term operation and maintenance of installed systems.
