PT PLN (Persero) has reinforced its commitment to supporting Indonesia’s national energy security by enhancing the reliability of power supply in the Rokan Working Area (WK), located in Rokan Hulu Regency, Riau Province. The region, managed by Pertamina Hulu Rokan (PHR), is one of the country’s most significant oil-producing assets and a key contributor to national energy output.
This commitment was formalized through the signing of a Power Purchase Agreement (PJTBL) between PLN, PHR, and PT PLN Mandau Cipta Tenaga Nusantara (MCTN) in Jakarta on September 26. The agreement aims to ensure stable and sufficient electricity supply to sustain operations in the Rokan Block and support President Prabowo Subianto’s agenda of strengthening Indonesia’s energy independence.
Reliable Power to Sustain National Oil Output
Djoko Siswanto, Head of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas), welcomed the collaboration, emphasizing the vital role of reliable electricity in maintaining production continuity.
“Electricity is crucial for supporting production. It’s absolutely vital—perhaps the heart of production in Rokan,” Djoko stated.
Oki Muraza, Deputy President Director of PT Pertamina (Persero), echoed similar views, noting that enhanced electricity reliability would allow PHR to better manage mature wells in the Rokan Working Area.
“With this Power Purchase Agreement, we will increase electricity reliability in Rokan and, of course, maintain national oil production,” said Oki.
Strengthening Infrastructure Through Phased Implementation
PLN’s Director of Retail and Commerce, Adi Prianto, expressed appreciation for PHR’s continued trust in PLN’s capacity to provide reliable energy.
“We express our gratitude for the cooperation established under the PJBTL between MCTN and PHR, involving a connection of 300 Mega Volt Ampere (MVA),” Adi said.
According to Adi, the project will be executed in phases to align with PHR’s operational needs. The initial phase includes a 100 MVA supply from the Sumatra grid, comprising:
70 MVA high-voltage connections in Balam and Petapahan, targeted for Commercial Operation Date (COD) in October 2027.
30 MVA medium-voltage connections in Dumai and Rumbai, targeted for COD in October 2026.
To ensure stable power delivery, MCTN, a PLN subsidiary, will provide additional facility services through a converter system that adjusts the service frequency from 50 Hertz (Hz) to 60 Hz, meeting specific operational requirements of PHR.
For added flexibility, PLN will also supply 175 MW (210 MVA) of power from the Sumatra network, including 150 MW (180 MVA) via high-voltage and 25 MW (30 MVA) via medium-voltage connections.
Driving National Energy Resilience
Adi reaffirmed PLN’s dedication to synergizing with PHR and other state-owned enterprises to ensure energy reliability and continuity in one of Indonesia’s most strategic oil fields.
“Reliable electricity in the Rokan Working Area will sustain national energy production, the benefits of which return to the people through state revenues and development,” Adi concluded.
He added that the initiative aligns with PLN’s broader mission to deliver reliable, clean, and sustainable energy to customers across Indonesia, while reinforcing strategic cooperation among state-owned enterprises to advance national energy security and public welfare.
