The European Bank for Reconstruction and Development (EBRD) is providing up to €10 million in financing to ProCredit Bank Albania under its new Western Balkans Green Outcomes-Linked Debt Financing Framework (WB GOLD). The funding is intended to enhance access to finance for small and medium-sized enterprises (SMEs) and mid-sized companies in Albania. At least half of the funds will be allocated to projects that qualify under the EBRD’s Green Economy Transition (GET) approach. This support will help Albanian businesses adopt energy-efficient technologies, implement renewable energy solutions, and integrate other environmentally sustainable practices into their operations.
The WB GOLD programme is designed to boost SME competitiveness by improving access to finance and promoting innovation in business strategies, products, and processes. It is an innovative green-finance instrument that incorporates outcome-based incentives, encouraging the financial sector to increase the availability of green financing. By scaling up investments in GET-eligible technologies across the Western Balkans, the programme aims to support the development of low-carbon, climate-resilient economies. This marks the first WB GOLD transaction in Albania and the second transaction overall under the programme.
Charlotte Ruhe, EBRD Managing Director for Central and South-Eastern Europe, stated, “We are pleased to launch the WB GOLD programme in Albania through this partnership with ProCredit. This financing will help Albanian firms invest in greener and more efficient technologies, enhancing their competitiveness while contributing to the country’s sustainable development.”
Mirsad Haliti, CEO of ProCredit Bank Albania, said, “At ProCredit, we see the WB GOLD programme as a catalyst for a new era of sustainable entrepreneurship in Albania. By unlocking access to green finance and rewarding innovation, we are not just supporting businesses – we are empowering them to lead the transition towards a low-carbon, competitive economy. This partnership reaffirms our commitment to responsible banking and to shaping a more sustainable future for the Western Balkans.”
ProCredit Bank Albania, a subsidiary of ProCredit Holding, has extensive experience in supporting SMEs and promoting investments in green and energy-efficient technologies. The bank is a longstanding EBRD client and has successfully implemented multiple EBRD credit lines. Since beginning operations in Albania in 1991, the EBRD has invested more than €2.3 billion across 170 projects, focusing on private-sector competitiveness, sustainable infrastructure, and supporting the green transition.
