The Government of India has introduced a new mandatory monitoring system for the import of key components used in the renewable energy sector, aiming to strengthen oversight of the nation’s green energy supply chain. This step has been formalized through a notification from the Directorate General of Foreign Trade and will be effective from November 1, 2025. The new system, called the Renewable Energy Equipment Import Monitoring System (REEIMS), is managed by the Ministry of New and Renewable Energy and requires importers to register certain goods before they can be brought into the country.
The policy primarily affects solar energy projects. Items that now require registration under REEIMS include photovoltaic cells, whether unassembled, classified under HS code 85414200, or already integrated into solar modules and panels under HS code 85414300. Additionally, toughened safety glass intended exclusively for solar applications, classified under HS 70071900, also falls under this requirement. While the general import policy for these items remains ‘Free,’ the registration process has become a mandatory prerequisite for import.
Importers are required to submit their applications in advance, allowing sufficient time for processing. For shipments arriving by sea or land, applications must be submitted at least five days before arrival. Air cargo shipments require registration two days in advance. Each registration is free and remains valid for three months. This validity period allows importers to process multiple consignments at a single port without needing repeated applications.
A notable feature of REEIMS is the requirement for importers to declare the intended end-use of the imported components. This provision will provide the government with enhanced visibility of equipment entering the country and ensure that critical components are directed to renewable energy projects as intended.
The introduction of REEIMS is expected to improve monitoring of the renewable energy supply chain, reduce risks of misuse or diversion of key components, and support the government’s efforts to expand solar and other green energy projects across India. By creating a structured registration system, authorities aim to balance ease of imports with accountability, helping maintain the pace of growth in the renewable energy sector while ensuring proper tracking of essential materials.
This step underscores the government’s commitment to promoting sustainable energy development and strengthening regulatory oversight as India continues to scale up its renewable energy infrastructure.
