The Directorate of Lighthouses and Lightships (DLL), under the Ministry of Ports, Shipping, and Waterways, Government of India, has invited e-tenders for the replacement and installation of solar equipment at the Little Andaman Lighthouse. The project involves the replacement and installation of 48 units of 2V/600Ah VRLA gel batteries and a 5 KVA Solar PCU for a 4.5 KWp solar power plant. The total estimated cost of the project is โน16,10,750, inclusive of GST. The tender aims to ensure a reliable and continuous power supply at the remote lighthouse location using sustainable solar energy.
According to the tender notice, interested and experienced contractors with similar project experience in central or state government, public sector undertakings, or island-based installations can submit their bids online. The tender follows a two-cover systemโtechnical bid and commercial bidโallowing transparency in the selection process. The last date for submission of bids is October 30, 2025, up to 3:00 PM, and the technical bids will be opened on October 31, 2025, at 3:00 PM through the CPP portal.
The project completion period has been set at 120 days from the date of award, and the earnest money deposit (EMD) required is โน32,215, to be submitted in the form of a Fixed Deposit Receipt or Bank Guarantee from any nationalized bank in favor of the Director, Directorate of Lighthouses and Lightships, Sri Vijaya Puram. The EMD must remain valid for six months from the date of opening the technical bid. However, bidders registered under NSIC or MSME categories are eligible for exemptions from EMD and tender fees as per government guidelines.
A pre-bid meeting will be held on October 22, 2025, at 3:00 PM at the Directorateโs office in Sri Vijaya Puram, allowing potential bidders to clarify any technical or procedural queries related to the tender. The bid document download and submission window is open from October 15, 2025, to October 30, 2025, ensuring ample time for bidders to prepare and submit their documents. The tender documents are available online, and no physical copies will be sold, reflecting the governmentโs ongoing shift toward digital procurement practices.
The scope of the work includes the installation and testing of the new solar batteries and power conditioning unit to replace the existing systems at the lighthouse. The technical requirements emphasize high-quality materials and reliable performance suited for island conditions, where maintenance and power stability are critical. The Directorate has also specified that only those firms with prior experience in similar solar installationsโeither on-grid or off-grid systemsโwill be considered eligible.
The tender evaluation will be carried out by a dedicated Tender Evaluation Committee appointed by the Directorate. Only those bidders meeting the technical qualifications and compliance standards will have their commercial bids opened. The final decision regarding the successful bidder will rest with the Director of Lighthouses and Lightships, and it will be binding on all participants. The tender notice also makes it clear that any form of canvassing, direct or indirect, will lead to immediate disqualification.
