NVVN Calls For Bids To Develop 376 kW Rooftop Solar Projects Across GAIL Buildings

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited online bids for the development of 376 kW rooftop solar power projects across various GAIL buildings in India. The tender, issued will be conducted through the Government e-procurement portal of NIC (GePNIC) under a single-stage, two-envelope system — one for the techno-commercial bid and another for the price bid.

The project includes the design, engineering, supply, installation, testing, and commissioning of rooftop solar PV systems across multiple GAIL buildings, as listed in Annexure-A of the bidding document. The successful bidder will also be responsible for operations and maintenance of the system for five years. NVVN has indicated that any additional government buildings within the same states may also be included in the scope to maximize generation potential from suitable rooftops. The final installed capacity will depend on the detailed engineering and approved rooftop design for each site.

The cost of the bidding document is nil, and the bid security amount is set at ₹2,00,000 (Rupees Two Lakh only), payable through electronic fund transfer (EFT). The bank details provided for EFT are as follows: ICICI Bank Limited, Connaught Place Branch, New Delhi (Account No. 000705008910, IFSC Code: ICIC0000007). Bidders are required to submit proof of e-payment along with their bids. Any bid not accompanied by an acceptable bid security will be considered non-responsive and will be rejected.

The tender follows domestic competitive bidding and is open only to Class-I and Class-II local suppliers, as defined under the Public Procurement (Preference to Make in India) Order. Bidders from countries sharing a land border with India can participate only if registered with the competent authority of the Government of India. This also applies to any Indian bidder having a transfer of technology agreement with entities from such countries, unless exempted by the Government.

NVVN has emphasized that bidders must visit the proposed installation sites to assess conditions such as rooftop suitability, water, electricity access, and safety arrangements before submitting bids. No additional claims regarding site conditions will be accepted after submission. The tender is entirely electronic, and no hard copies will be issued. Bidders must possess a Class-III Digital Signature Certificate (DSC) to participate in the e-tendering process.

The detailed bidding schedule, including dates for the bid submission end date will be 10th November 2025, and bid opening will be 11th November 2025. The opening date for the price bid will be communicated separately by NVVN.
