EBRD Grants €30 Million Loan To Timisoara, Romania, To Modernize District Heating Network And Revitalize Traian Square With EU Co-Financing

The European Bank for Reconstruction and Development (EBRD) has announced a €30 million loan to the Romanian city of Timisoara to co-finance major infrastructure upgrades alongside the European Union (EU). The combined investment, which includes €63.5 million from the EU, will focus on modernizing the city’s district heating network and revitalizing the historic Traian Square area. The financing is part of the EBRD Green Cities programme, which helps cities implement sustainable projects identified in their Green City Action Plan (GCAP).

Timisoara’s GCAP, approved in 2024, outlines key actions to enhance environmental performance, improve energy efficiency, and promote greener urban living. A major portion of the funding will go toward upgrading the district heating network—one of Timisoara’s essential public utilities. The project involves replacing 27 kilometers of outdated pipelines, installing new heating chimneys, valves, and supports, and implementing an automated monitoring system. These improvements are designed to enhance energy efficiency, reduce heat losses, and prepare the system for future integration of renewable energy and waste heat sources.

The second major investment area will focus on the urban regeneration of Traian Square, one of the city’s most historic districts. Planned works include upgrading public spaces, pedestrian and bicycle infrastructure, tram lines, and green zones. The area will also benefit from LED street lighting, modern irrigation systems, and smart city technologies such as traffic management software and CCTV surveillance. These initiatives are expected to cut carbon emissions, encourage a shift from private vehicle use to cycling, walking, and public transport, and create a more sustainable and livable urban environment.

Commenting on the project, Dominic Fritz, Mayor of Timisoara, said, “The loan we are contracting is a very advantageous one with a clear purpose: financing two major development projects – the modernization of the district heating system and the urban regeneration of the Traian area. With over €60 million already secured from European funds, these projects will transform Timisoara into a more modern, functional, and livable city, improving residents’ quality of life and supporting long-term development.”

Timisoara, one of Romania’s largest cities with over 400,000 residents, has a proven track record in managing large infrastructure projects and maintaining strong financial performance. The EBRD, which has been a key development partner in Romania since 1992, has so far invested more than €12 billion in 573 projects across the country, supporting initiatives in green energy, infrastructure, and sustainable urban development.
