Uttar Pradesh Jal Nigam Invites Bids For 1.492 MW Solar Plant O&M Project In Lucknow

The U.P. Jal Nigam (Urban) has issued an online invitation for contractors to take part in a major solar power project in Lucknow. The notice was released on November 19, 2025, under the state’s One City One Operator Programme. The tender aims to find qualified and financially strong contractors who can manage the operation and maintenance of a grid-connected solar power plant for the next five years. The project involves a 1.492 MW ground-mounted solar power plant located at the Bharwara Sewage Treatment Plant Campus in Lucknow District. This plant is an important part of the city’s renewable energy efforts, and the selected contractor will be responsible for its smooth functioning throughout the contract period.

The cost of the work put to bid is estimated at Rs. 189.17 Lacs, excluding GST and Labour Cess. To participate, bidders must deposit an Earnest Money Deposit of Rs. 3.78 Lacs. The cost of obtaining the bid document is ₹10,000 along with 18 percent GST. The tender follows a two-bid system, which means that the technical and financial bids will be evaluated separately. This method helps ensure that only those contractors who meet the technical requirements are considered for the financial evaluation stage.

The eligibility conditions for this tender are strict. Interested contractors must have completed similar operation and maintenance work for solar power plants in the past ten years. They must also meet minimum capacity and financial value requirements. For instance, a bidder must have completed three works of at least ₹56.75 Lacs each. Financial strength is another key requirement. The bidder must have a positive net worth in the last financial year and an average annual turnover of at least 30 percent of the project cost during the last three years. A solvency certificate of a minimum of 40 percent of the tender value is also mandatory. Joint ventures are allowed, but only up to two members. The lead partner in the joint venture must hold at least 51 percent of the shares.

The tender also outlines important dates for contractors. The tender document is available for download from November 25, 2025, starting at 12:30 pm. A pre-bid meeting will take place on December 10, 2025, at 12:30 pm in the office of the Superintending Engineer in Lucknow. This meeting will give bidders a chance to clarify any doubts. The final date for submitting bids is December 20, 2025, until 5:00 pm. The technical bids will be opened on December 22, 2025, at 12:00 pm. The date for opening financial bids will be announced later to those who qualify technically. The Jal Nigam has also stated that it has the right to reject any application or cancel the bidding process without giving any reason.
