ERC Hosts ASEAN Power Grid Committee for Capacity-Building Session on Power Market Operations

The Energy Regulatory Commission (ERC) welcomed members of the ASEAN Power Grid Consultative Committee (APGCC) for a capacity-building and training session on power market operations at its headquarters on Wednesday. The initiative aims to enhance regional regulatory cooperation and support the long-term development of an integrated ASEAN power market.

The session, led by ERC Chairperson and CEO Atty. Francis Saturnino C. Juan, brought together delegates from the Department of Energy (DOE), the Energy Market Authority of Singapore, Malaysiaโ€™s Ministry of Energy Transition, and the ASEAN Centre for Energy in Indonesia, signaling continued collaboration among ASEAN member states on power sector governance.

In his remarks, Chairperson Juan underscored the importance of regulatory alignment to advance the regionโ€™s shared energy vision. โ€œThe vision of an ASEAN Power Grid for enhanced regional energy security and a unified energy market is a goal we strongly support,โ€ he said.

The program included technical presentations by the ERCโ€™s Legal Service, Market Operations Service, and Regulatory Operations Service. Key areas discussed covered the legal mandate under the Electric Power Industry Reform Act (EPIRA), regulatory models enabling the Wholesale Electricity Spot Market (WESM), licensing frameworks, tariff methodologies, and market structures relevant to cross-border energy exchange.

An open discussion followed, enabling participants to share insights and operational experience related to market governance, interoperability, and regional power trade mechanisms.

The event concluded with a ceremonial exchange of tokens, led by Chairperson Juan and Commissioner Floresinda G. Baldo-Digal, followed by a group photo.

The ERCโ€™s engagement with the APGCC reinforces its commitment to advancing transparent and harmonized regulatory frameworks and strengthening cooperation to support the future ASEAN Power Grid.
