GERC Invites Consultancy Bids For Finalizing Gujarat Electricity Grid Code Regulations 2026

The Gujarat Electricity Regulatory Commission (GERC) has issued a Request for Proposal (RFP) seeking consultancy services to assist in finalizing the Gujarat Electricity Grid Code Regulations, 2026. This move is aimed at aligning state-level regulations with the Indian Electricity Grid Code (IEGC) 2023, recently notified by the Central Electricity Regulatory Commission (CERC). The initiative reflects GERCโ€™s focus on keeping state regulations updated with national standards, addressing technological advancements, and supporting the integration of large-scale renewable energy into Gujaratโ€™s power grid.

GERC, established in 1998, functions as an autonomous, quasi-judicial body with the responsibility of regulating the power sector in Gujarat, including generation, transmission, and distribution. As per Section 86(h) of the Electricity Act, 2003, the Commission is mandated to specify a State Grid Code consistent with the national code. The new 2026 Regulations will replace the previous grid code, which was notified in 2013, marking a significant step in updating state electricity regulations to meet current technological and operational requirements.

The selected consultancy firm will have a broad and detailed scope of work. Their responsibilities include analyzing the IEGC 2023 alongside the existing state regulations and reviewing the draft GERC Grid Code 2026. An important part of the assignment is to examine all comments, suggestions, and objections received from various stakeholders. Based on this analysis, the consultant must prepare a “Statement of Reasons” that reflects the Commissionโ€™s decisions. In addition, the consultant is expected to suggest amendments to other existing regulations to ensure smooth and effective implementation of the new grid code.

To participate, firms must meet strict eligibility criteria. They should have an average annual turnover of at least Rs. 1 Crore over the last three financial years and a positive net worth. Experience requirements include completion of at least three similar assignments related to grid code formulation, power system operation, or renewable energy integration. Firms must also have completed at least two assignments specifically for electricity regulatory commissions. The proposed consultancy team should include a team leader and experts in technical and regulatory fields, with at least one key member holding a graduate degree in Electrical or Power Systems Engineering and a minimum of ten years of experience.

The evaluation process for selecting the consultancy firm will follow a weighted system, with technical competence carrying 70% weight and financial bids 30%. Technical evaluation will consider the firmโ€™s relevant experience, the quality of the proposed methodology, and the qualifications of team members. Only consultants achieving a minimum technical score of 70 will have their financial bids considered.

The assignment has a clearly defined delivery schedule. Consultants are required to submit a revised draft of the regulations within three weeks of signing the agreement. After public hearings, they must submit the final regulations along with the Statement of Reasons within the specified timelines. Payments are milestone-based: 10% on signing the agreement, 25% upon submission of the final draft, 25% for the draft Statement of Reasons, and the remaining 40% upon completion of the finalized regulations.

The deadline for submitting bids is January 16, 2026, by 18:00 hours. This initiative represents a significant step by GERC to modernize Gujaratโ€™s electricity regulations, improve grid operations, and facilitate the integration of renewable energy sources, reflecting the stateโ€™s commitment to keeping pace with national standards and technological advancements.

This consultancy project is expected to play a key role in shaping the regulatory environment for Gujaratโ€™s electricity sector over the coming years, ensuring that grid operations are efficient, reliable, and aligned with Indiaโ€™s broader energy transition goals.
