The Gujarat Electricity Regulatory Commission (GERC) has taken a significant step toward strengthening the stateโs electricity sector by issuing a Request for Proposal (RFP) to engage consultancy firms for finalizing the GERC (Grid-Interactive Battery Energy Storage System) Regulations, 2026. This initiative is aimed at creating a comprehensive regulatory framework for the deployment of grid-connected battery storage systems within Gujarat. GERC, an autonomous quasi-judicial body, oversees the stateโs power sector and ensures that consumer interests are protected.
The move comes amid a substantial increase in renewable energy capacity in the state, particularly from solar and wind projects. These renewable sources, while crucial for clean energy goals, are inherently intermittent, creating challenges for grid stability and reliable power supply. Battery Energy Storage Systems (BESS) are therefore seen as key enablers to address these challenges. BESS can provide ancillary services, support grid operations, and help balance supply and demand, particularly when renewable generation fluctuates. The new regulations are expected to align closely with national guidelines, including the Ministry of Powerโs BESS procurement guidelines issued in March 2022 and the National Framework for promoting Energy Storage issued in August 2023.
The consultancy firm selected through this RFP will have a detailed and structured scope of work. Initially, the firm will study and analyze existing national and state-level storage frameworks. Based on this study, the consultant will prepare draft regulations for GERCโs review. Following the draft, stakeholder comments will be collected through public hearings, which the consultant must analyze. The final regulations, along with a โStatement of Reasons,โ are then expected to be submitted. The process is designed to be swift, with draft regulations due within three weeks of signing the agreement and final regulations to be submitted within two weeks after stakeholder feedback is incorporated.
To participate in the bidding process, firms must meet strict technical and financial criteria. They are required to have a minimum average annual turnover of Rs. 1 Crore over the last three financial years and a positive net worth for the financial year 2024-25. Experience in similar assignments is also essential. Bidders must have completed at least three projects in areas such as grid codes, power system operations, or renewable energy integration, and at least two assignments specifically for electricity regulatory commissions.
The evaluation of bids will be based on a weighted system where technical competence carries 70% of the total score and financial bids carry 30%. Technical assessment will focus on the firmโs experience, proposed methodology, and the qualifications of the personnel. GERC has mandated that the consultant appoint a team of professionals, including technical and regulatory experts, with at least one key member holding a graduate degree in Electrical or Power Systems Engineering and ten years of industry experience.
Bids must be submitted in separate sealed envelopes for technical and financial offers at the GERC office in GIFT City, Gandhinagar, by January 16, 2026. The selected firm will be compensated in four installments tied to specific milestones, beginning with 10% upon signing and ending with 40% upon submission of the final regulations. This initiative by GERC reflects the growing importance of battery storage in Gujaratโs renewable energy landscape and the Commissionโs commitment to building a reliable and stable electricity grid.
This development is expected to accelerate the deployment of grid-connected battery storage systems in Gujarat, helping the state manage the variability of renewable energy and support the transition toward a cleaner and more resilient power system.
