CREST Invites Bids For 3 MW Municipal Rooftop Solar Installation In Chandigarh

The Chandigarh Renewable Energy and Science & Technology Promotion Society has issued a new tender to select developers for a three-megawatt rooftop solar project in Chandigarh. The project will be implemented on multiple buildings owned by the Municipal Corporation under the RESCO or Rent-A-Roof model. Developers who are selected will have to supply, install, test, and commission the rooftop solar plants. They will get a total of six months from the date of the work order to complete the entire installation work. Under this model, the developer will retain full ownership and take complete responsibility for running and maintaining the plants for a period of twenty-five years. During this tenure, the developer must pay rooftop rent to the Municipal Corporation based on the quoted rate per unit of electricity generated. The tender document also states that developers must ensure a minimum energy generation of one thousand three hundred kilowatt hours per kilowatt peak in the first year of operation.

Interested bidders have to meet strict financial and technical eligibility criteria. They need to have an average annual turnover of at least six crore rupees during the last three financial years. They also must have previous experience in installing and commissioning similar solar systems with a combined capacity of at least one thousand five hundred kilowatt peak. The tender specifies important financial commitments, including an earnest money deposit of thirty lakh rupees and a performance bank guarantee of seventy-five lakh rupees. The tender document fee is ten thousand rupees plus GST. Micro, Small, and Medium Enterprises have been given an exemption from submitting the earnest money deposit, but they must sign a bid security declaration.

The tender process begins with the document download, which opened on the 5th January 2026. A pre-bid meeting is scheduled for the 12th January at half past noon. Bidders can start submitting their bids from the 13th January, and the last date for submission is the 29th January 2025. Physical documents and the earnest money must be submitted by the thirtieth of January before noon. The technical bid will be opened the same day at half past twelve. The bidding format includes three stages. The first stage checks the earnest money and basic documents. The second stage evaluates technical and financial eligibility. The final stage assesses the rooftop rent quoted by the bidders. A tripartite agreement between the Municipal Corporation, CREST, and the selected developer must be signed before the final work order is released.
