REC Power Development and Consultancy Limited (RECPDCL) has officially launched the process to select a Transmission Service Provider (TSP) for the upgradation of the Kankani grid substation in Rajasthan. This initiative, referred to as Package 3 (P3), is part of a broader effort to strengthen the intra-state transmission network in Rajasthan by upgrading the existing 400 kV GSS Kankani to a 765 kV grid substation. The project also includes the construction of associated transmission lines to enhance power evacuation and ensure a stable electricity supply in the region.
The project’s scope is extensive and involves the establishment of a new 765/400 kV AIS substation at Kankani in Jodhpur. Critical technical works under this project include the installation of 1500 MVA Interconnecting Transformers (ICTs), 765 kV ICT bays, and 400 kV interconnecting bays to integrate seamlessly with the existing Rajasthan Rajya Vidyut Prasaran Nigam (RVPN) network. The project also covers the construction of two 765 kV line bays at the 765 kV GSS Phagi and the development of a 765 kV double-circuit Kankani-Phagi transmission line using Hex Zebra equivalent AL-59 conductors. These upgrades are expected to significantly improve the reliability and efficiency of power transmission within the state.
RECPDCL has decided to select the TSP through a tariff-based competitive bidding process. The process will follow a single-stage, two-envelope system where bidders must first clear a technical evaluation before their financial offers are considered. The selection will ultimately be concluded through an e-reverse auction, which is designed to determine the lowest transmission charges offered by the bidders. The winning bidder will secure 100 percent equity in Kankani Power Transmission Limited and will take responsibility for financing, designing, constructing, and operating the project for 35 years. After this period, the assets will be handed back to the state.
Interested companies are required to purchase the Request for Proposal (RFP) document for a non-refundable fee of Rs. 5,00,000. The project is expected to be completed within 30 months from the effective date, highlighting the urgency and importance of the transmission upgrade in Rajasthan’s power infrastructure.
The project has set a clear timeline for prospective bidders. The RFP was issued on January 14, 2026, and interested parties can purchase the RFP until March 17, 2026. Online submission of bids is scheduled for March 18, 2026, by 3:00 PM IST, followed by the opening of technical bids at 3:30 PM IST on the same day. The initial financial offers will be opened on April 1, 2026, at 3:30 PM IST. These dates provide a structured framework for participation, ensuring transparency and competitiveness in the selection of the TSP.
The Kankani substation project is part of India’s ongoing efforts to modernize its transmission infrastructure to meet growing electricity demand and improve grid stability. Upgrading the Kankani substation to 765 kV is expected to support the integration of renewable energy sources, enhance power reliability, and reduce transmission losses. It will also strengthen the overall capacity of Rajasthan’s transmission network, ensuring uninterrupted electricity supply to industrial, commercial, and residential consumers.
