SECI Invites Bids For Specialized Consultants To Strengthen Renewable Energy Initiatives

The Solar Energy Corporation of India Limited (SECI), operating under the Ministry of New and Renewable Energy, has announced a tender for the engagement of specialized consultants to support its initiatives in the energy and renewable sector. The tender seeks professional firms capable of providing milestone- and deliverable-based services across multiple strategic areas. These include emerging technologies, strategic planning, program management, and legal or regulatory policy advisory, reflecting SECIโ€™s emphasis on strengthening its expertise in the rapidly evolving renewable energy landscape.

The contract is planned for a duration of two years, with provisions allowing SECI to adjust the contractโ€™s scope or duration by up to 25% based on project needs. To ensure that only qualified firms participate, SECI has set clear eligibility and evaluation standards. Interested bidders must demonstrate an average annual turnover of at least 244 Lakhs over the past three years and must have a minimum of three yearsโ€™ experience providing similar consulting services to government organizations or public sector undertakings.

The selection process will follow the Least Cost Method Based Evaluation (LCS), which prioritizes cost efficiency while maintaining quality. Bidders are required to first achieve a minimum technical score of 75 out of 100 marks to be eligible for financial evaluation. The tender follows a โ€œTwo Packet Bidโ€ system, where both technical and financial proposals must be submitted separately, including a detailed price breakup for transparency.

Financial security measures are a key part of the tender. All bidders must submit an Earnest Money Deposit (EMD) of 1,220,000. However, exemptions are provided for Micro and Small Enterprises (MSEs) that are service providers, subject to valid supporting documentation. Additionally, the successful bidder is required to furnish a Performance Bank Guarantee (ePBG) equal to 5% of the contract value. Certain clauses in the tender indicate that the ePBG could extend up to 10% with a validity period extending 90 days beyond the contract completion.

SECI has also scheduled a pre-bid meeting on January 28, 2026, to clarify the scope, technical requirements, and any queries from potential bidders. The deadline for final bid submissions is set for February 19, 2026, at 2:00 PM, with technical bids set to be opened 30 minutes later. The tender reflects SECIโ€™s ongoing efforts to enhance professional support in implementing renewable energy projects and related policy advisory, ensuring that high-quality expertise is brought in to drive Indiaโ€™s clean energy ambitions forward.
