REIL Floats 17.5 MW Solar Tender For Government Buildings Across India

Rajasthan Electronics & Instruments Limited (REIL) has announced a new tender for setting up 17.5 MWp of grid-connected solar power plants on government buildings across different states and Union Territories in India. The project will be implemented under the RESCO model and is aimed at supporting Indiaโ€™s national target of achieving 500 GW of renewable energy capacity by 2025. Through this initiative, REIL plans to help government institutions reduce their dependence on conventional, fossil fuel-based electricity and move towards cleaner and more self-sustainable energy solutions.

The tender is divided into eight regions, covering both General and Special category states. For projects located in General category states, the maximum allowed levelized tariff has been fixed at Rs. 4.64 per kWh. For special category regions, which include the North Eastern states, Uttarakhand, and Jammu & Kashmir, the ceiling tariff is higher at Rs. 5.15 per kWh. Bidders are required to quote a single levelized tariff that will remain applicable for a period of 25 years.

Under the tender, selected developers will be responsible for the complete scope of work. This includes conducting site surveys, assessing solar potential, designing the systems, supplying equipment, testing, and commissioning the solar power plants. In addition to installation, the developer will also handle the operation and maintenance of the projects for the entire 25-year duration. Each individual solar project under this tender must have a minimum capacity of 20 kWp.

REIL has also specified key financial requirements for bidders. An earnest money deposit is mandatory, calculated at Rs. 0.45 lakh per MWp of the capacity quoted by the bidder. After selection, successful bidders must submit a performance bank guarantee. For projects in General category regions, the PBG amount is Rs. 1.125 lakh per MWp, while for Special category regions, it is slightly higher at Rs. 1.2375 lakh per MWp.

The tender process follows a clear timeline. The document download started on January 27, 2026, at 5:00 pm. A pre-bid conference is scheduled for February 5, 2026, at 11:00 am, while the deadline for seeking clarifications is February 5, 2026, at 10:00 am. The last date for bid submission is February 16, 2026, at 5:00 pm, and the technical bids will be opened on February 17, 2026, at 5:00 pm.

All bids must be submitted through the e-procurement portal, and bidders are required to have a valid Digital Signature Certificate. REIL has stated that it reserves the right to accept or reject any or all bids without assigning any specific reason.
