The Military Engineer Services (MES) has issued a tender for the comprehensive maintenance of a 6 MW Solar Photovoltaic (SPV) system located under the Garrison Engineer (U) Meerut Cantt. The project is being managed by the Headquarters Commander Works Engineers (CWE) Meerut. The tender invites eligible contractors to take up the maintenance work of the existing solar power installation.
The estimated cost of the project is โน47,00,000. According to the tender notice, the work is expected to begin after the site is handed over, which will usually take place around two weeks after the acceptance of the bid. Once the site is handed over, the selected contractor will have 330 days to complete the maintenance work. The contract will follow the General Conditions of Contracts (IAFW-2249) along with Schedule โAโ for item rates and pricing.
To participate in the bidding process, contractors must meet certain financial requirements. An Earnest Money Deposit (EMD) of โน94,000 is mandatory. This amount must be submitted in favor of the Garrison Engineer (U) Meerut in the form of a Deposit at Call Receipt. The tender clearly states that Fixed Deposit Receipts (FDRs) will not be accepted for EMD. However, bidders also have the option to submit a notarized Bid Security Declaration instead of the EMD.
In addition, the contractor who wins the bid must provide a Performance Bank Guarantee (PBG). This performance security must be equal to 5 percent of the total contract value and should be submitted within 28 days of receiving the Letter of Acceptance. The PBG can be issued by a Nationalized or Scheduled Indian Bank. It can also be submitted in the form of Government Securities or FDRs.
The tender is open to MES enlisted contractors of Class โDโ and above. Contractors who are not enlisted with MES may also apply, provided they meet the eligibility criteria required for Class โDโ enlistment. These criteria include adequate annual turnover, bank solvency, and a clean record without any debarment or blacklisting.
Since the project involves solar power, bidders must either be approved channel partners of the Ministry of New and Renewable Energy (MNRE) or must have a valid Memorandum of Understanding (MoU) with an MNRE-approved channel partner. The contractor or its solar partner must have prior experience in executing solar power projects for Government Departments or Public Sector Undertakings within the last seven years. The experience requirement includes completing one project of at least 80 percent capacity, or two projects of 50 percent capacity, or three projects of 40 percent capacity of the current tendered capacity.
Interested bidders must upload both Technical and Financial bids on the official portal, http://www.defproc.gov.in, within the specified deadline mentioned on the website. They must also submit physical copies of the tender cost, a Demand Draft of โน500, and the EMD documents within five days of the bid submission end date. Failure to submit these documents on time may result in serious action, including a six-month ban from participating in future bids.
