The Government of India’s Department of Atomic Energy has invited bids for the operation and maintenance of a 12 MWp solar power plant located in Ashwapuram, Telangana. The tender has been issued through the Heavy Water Plant (Manuguru) and will be executed under the supervision of the General Manager on behalf of the President of India. The estimated cost of the project is ₹2,29,48,000, and the contract period has been fixed at 24 months.
The project follows a two-bid system consisting of a technical bid and a financial bid. Participation is limited to approved contractors of CPWD and other Central Government organizations. Interested bidders must submit an Earnest Money Deposit (EMD) of ₹4,58,960. The EMD must be in the form of a Demand Draft, Banker’s Cheque, or Fixed Deposit Receipt from a commercial bank drawn in favor of the “Pay & Accounts Officer, HWPM.” A scanned copy of the EMD must be uploaded online before the submission deadline, and the original hard copy must be delivered to the Deputy General Manager’s office by March 25, 2026, at 14:00 Hrs. Officials have clearly stated that failure to submit the EMD will result in immediate rejection of the bid and may also lead to debarment for up to 12 months.
Eligibility conditions are clearly defined. Bidders must have completed similar solar power projects in the last seven years. They must have at least two years of experience in operating and maintaining solar power plants of 10 MWp or higher capacity. Financially, the bidder must show an average annual turnover of at least 50 percent of the estimated project cost during the last three financial years. A positive net worth is also mandatory. Joint ventures and consortium bids are not allowed under this tender.
The tender documents are available on the Central Public Procurement Portal from February 18, 2026, to March 17, 2026. A pre-bid meeting will be held on March 5, 2026, to clarify queries. The last date for online submission of bids is March 18, 2026, at 16:00 Hrs. Technical bids will be opened on March 25, 2026.
The selected bidder must submit a performance guarantee of 5 percent of the contract value within seven days of receiving the Letter of Acceptance. The project must comply with Make in India requirements, ensuring over 20 percent local content. Workers deployed at the site must undergo police verification and be registered under EPF and ESI schemes.
