NHPC Invites Bids For Rooftop Solar Projects On Government Buildings Under PM Surya Ghar Scheme

NHPC Limited, a Government of India Navratna Enterprise, has issued a Notice Inviting Tender (NIT) for the implementation of rooftop solar projects on government buildings across multiple states and Union Territories. The company is acting as the Project Management Consultant on behalf of its subsidiary, NHPC Renewable Energy Limited, for projects to be executed under the PM Surya Ghar Muft Bijli Yojana.

According to the tender document, the projects will be developed in RESCO mode for the allocated Central Ministries. Under this model, the selected developers will invest in, install, and operate the rooftop solar systems, and supply power under agreed terms. The selection will follow a domestic tariff-based competitive bidding process through a single-stage, two-part system along with an e-reverse auction.

The tender is open to Indian legal entities, including incorporated companies, sole proprietorships, and partnership firms. Bidders can participate either individually or as part of a joint venture or consortium of up to three members. To qualify, bidders must meet financial eligibility criteria based on the capacity they quote. The required net worth is at least โ‚น9,000 per kW for projects in normal category states and โ‚น9,900 per kW for projects in special category states.

The cost of the bid document and the Earnest Money Deposit (EMD) varies depending on the state or Union Territory. For Bihar, Chhattisgarh, Ladakh, Jammu & Kashmir, and Arunachal Pradesh, the tender fee is โ‚น500, and the EMD is โ‚น1,00,000. For states such as Uttar Pradesh, Punjab, Gujarat, Jharkhand, Himachal Pradesh, Sikkim, Mizoram, and Meghalaya, the fee is โ‚น1,000 with an EMD of โ‚น1,00,000. In states including Haryana, Rajasthan, Madhya Pradesh, Odisha, Karnataka, West Bengal, Kerala, and Assam, the fee is โ‚น1,500, while the EMD varies. For example, it is โ‚น1,11,000 for Rajasthan and โ‚น1,98,000 for Karnataka. In the National Capital Territory of Delhi, the fee is โ‚น1,500, and the EMD is โ‚น1,53,000. Tamil Nadu has the highest fee at โ‚น5,000 with an EMD of โ‚น4,22,000.

The commissioning period is set at nine months for normal category states and twelve months for special category states from the date of signing the Power Purchase Agreement. The bidding process will be conducted online through the Central Public Procurement Portal. The tender was published on February 17, 2026, and online bid submission will close on March 18, 2026. Technical bids will be opened on March 20, 2026. Offline documents, including original demand drafts for the tender fee and EMD, must be submitted to the NHPC Office Complex in Faridabad by March 19, 2026.
