TGERC Proposes Uniform Load-Based Service Line Charges For HT Connections In Telangana

The Telangana Electricity Regulatory Commission (TGERC) has issued the Draft Third Amendment Regulation, 2026, proposing key changes in the way High Tension (HT) electricity connections are processed across the state. The draft seeks to simplify and standardize the method of calculating service line charges for HT consumers at 11 kV and 33 kV voltage levels.

The main objective of the amendment is to improve transparency and support ease of doing business in Telangana. At present, service line charges for HT connections are often determined through individual site inspections and detailed cost estimations. This process can take time and may vary from case to case. To address this, the Commission has proposed a uniform, load-based charge system. Under this model, consumers will pay a fixed amount per kVA based on their contracted demand, provided the connection is located within a 20-kilometre radius of the existing electrified network.

As per the draft proposal, for 11 kV connections, the service line charge for overhead lines is set at Rs. 3,500 per kVA, while underground cable connections will be charged at Rs. 8,000 per kVA. For 33 kV connections, the proposed rate is Rs. 7,000 per kVA for overhead lines and Rs. 12,000 per kVA for underground cables. In cases where both overhead lines and underground cables are used, the charges will be calculated on a proportional basis depending on the length of each type of line.

The Commission has clarified that these service line charges do not include the cost of terminal equipment and metering arrangements at the consumer’s premises. Consumers will also continue to pay Development Charges as specified under the original 2013 regulations titled “Licensee’s Duty for Supply of Electricity on Request.”

This amendment is part of a series of updates made to the 2013 regulation. By moving away from individualized cost estimations and adopting a fixed, load-based approach, the Commission aims to make the process more objective and predictable, especially for industrial and high-capacity consumers seeking new HT connections.

The draft regulation will apply across the entire state of Telangana. The Commission has invited comments and suggestions from stakeholders and licensees before finalizing the amendment. The regulation will come into effect after it is officially published in the Telangana Gazette.
