In a decisive move to accelerate renewable energy adoption, the Department of Energy has directed distribution utilities, electric cooperatives, and local government units to fast-track net metering applications nationwide.
Under the new directive, distribution utilities (DUs) and electric cooperatives (ECs) are required to complete the processing of net metering applications within 10 working days, while local government units (LGUs) must approve related permits within three working days. The revised timelines significantly reduce the previous 20-day processing window and varying approval periods across jurisdictions.
The measure follows the issuance of Executive Order No. 110 by Ferdinand R. Marcos Jr., declaring a State of National Energy Emergency. The policy aims to help consumers manage rising electricity costs amid global energy market volatility, particularly influenced by geopolitical developments in the Middle East.
By expediting approvals, the government seeks to enable households and businesses to install rooftop solar systems more quickly, reduce reliance on grid electricity, and achieve faster savings on power bills.
The initiative builds on earlier reforms, including Joint Memorandum Circular No. 001, s. 2026, issued by the Department of Energy in coordination with the Department of the Interior and Local Government and the Department of Public Works and Highways. The circular introduced a streamlined approval process, eliminated additional requirements for permits, and established a โdeemed approvalโ mechanism in cases of processing delays.
According to Sharon S. Garin, the directive is designed to remove bottlenecks and make rooftop solar more accessible, ensuring that consumers can benefit from reduced electricity costs and improved energy resilience.
Net metering, implemented under Republic Act No. 9513, allows consumers with renewable energy systems of up to 100 kW to export excess electricity to the grid in exchange for bill credits.
The advisory takes immediate effect and will remain in force throughout the duration of the declared energy emergency. The DOE will continue coordinating with agencies including the Energy Regulatory Commission and National Electrification Administration to ensure consistent nationwide implementation.
The move underscores the governmentโs broader effort to enhance energy resilience, promote clean energy adoption, and provide timely economic relief to Filipino households and businesses.
