SECI Awards 17.7 MW Rooftop Solar Projects In Puducherry At ₹4.11/kWh Tariff

The Solar Energy Corporation of India (SECI) has announced the results of its tender for installing 17,768 kW of grid-connected rooftop solar PV projects across government buildings in Puducherry. The projects will be developed under the RESCO model as part of the RTSPV-Tranche-V programme. The Request for Selection for this tender was issued on September 12, 2025.

A total of 12 bidders took part in the initial techno-commercial stage, reflecting strong market interest. Companies such as Nithin Sai Constructions, Sugs Lloyd Limited, and Potaliya Petrochemicals Private Limited participated, with quoted capacities varying widely. Some bidders offered capacities as high as 15,000 kW.

During the financial bid stage, nine bidders were ranked based on their quoted tariffs. Potaliya Petrochemicals Private Limited emerged as the lowest bidder with a tariff of ₹4.11 per kWh. Other competitive bids included Kshitij Kumar Choudhary at ₹4.27 per kWh and Power Genesys Private Limited at ₹4.59 per kWh. The highest tariff quoted in the process was ₹10.00 per kWh by Arka Sustainable Energy Solutions.

In the final allocation stage, after the L1 matching process, the entire capacity of 17,768 kW was awarded to two companies. Potaliya Petrochemicals Private Limited secured the majority share of 15,000 kW at the L1 tariff. The remaining 2,768 kW was awarded to Kishan Infrastructure Industries Private Limited, which matched the L1 tariff of ₹4.11 per kWh.

The tender was issued in September with 13,043 kW, which was later modified to 17,768 kW, Grid-Connected Rooftop Solar PV Projects, on the government buildings in the Union Territory of Puducherry under RESCO Mode through Tariff-Based Competitive Bidding (RTSPV-Tranche-V)

This tender outcome marks an important step toward strengthening solar adoption in government infrastructure in Puducherry.
