The Solar Energy Corporation of India Limited (SECI) has invited bids for the short-term procurement of 80 MW of power to meet the electricity demand in Tripura. This procurement is being carried out on behalf of the Tripura State Electricity Corporation Limited (TSECL) for a three-month period from April 1, 2026, to June 30, 2026.
According to the proposal, SECI will follow a single-stage, two-envelope competitive bidding process. This method includes a technical evaluation followed by an electronic reverse auction (e-RA) to ensure that the most competitive tariff is discovered. Bidders are required to supply a firm 80 MW of power during peak evening hours, specifically from 6:00 PM to midnight each day. The delivery of power will take place at the State Periphery.
The tender is open to power generators, licensed electricity traders, and utilities. However, bidders must meet certain eligibility conditions. Each participant must be able to supply a minimum of 10 MW from a single generation source. In the case of traders, a valid trading license is mandatory along with proof of a back-to-back agreement with a power generator. The selected bidders will sign a Power Purchase Agreement (PPA) with SECI, which will be supported by a Power Sale Agreement (PSA) between SECI and TSECL.
The tender also outlines specific financial requirements for participation. Bidders need to submit an Earnest Money Deposit (EMD) of INR 7,500 per MW per month in the form of a Bank Guarantee. This guarantee must remain valid for at least 60 days from the bid submission date. Additionally, successful bidders must provide a Contract Performance Guarantee (CPG) of INR 50,000 per MW per month for the duration of the contract. This must be submitted within seven days of selection. A non-refundable tender processing fee of INR 40,000 plus applicable GST is also required.
The Request for Proposal (RfP) was issued on April 1, 2026, and the supply period will continue until June 30, 2026. Bids must remain valid for 20 days after submission. The schedule for the reverse auction will be communicated to eligible bidders via email and is expected to begin shortly after the opening of initial price bids.
