SECI Awards 5.6 MW Rooftop Solar Projects Across 14 Government Buildings Under RESCO Model

The Solar Energy Corporation of India (SECI) has announced the results of its latest auction for 5,665 kW (around 5.6 MW) of rooftop solar capacity, marking another step forward in the country’s push toward clean energy adoption. The projects will be installed across 14 government buildings under the Tranche-VIII tender, which was issued earlier this year. These installations will follow the Renewable Energy Service Company (RESCO) model, allowing public institutions to access solar power without upfront investment.

As per the auction outcome, seven developers have been selected to execute the projects, with capacities distributed based on their quoted tariffs. Among the winning bidders are companies such as Mateshwari Bus Operations, GH2 Solar, GP Eco Solutions India, Solaris Electrical Services, Alcon India, and Kaho Solar. The projects are spread across prominent institutions including the National Institute of Fashion Technology (Hyderabad, Delhi, and Bhopal), National Institute of Technology (Jamshedpur), Indian Institute of Science Education and Research (Thiruvananthapuram and Pune), Ministry of External Affairs (New Delhi), Textile Committee (Mumbai), and Kurukshetra Panorama & Science Centre.

The tariffs discovered in the auction highlight the increasing competitiveness of rooftop solar in India. The lowest bid was around ₹2.97 per kWh, while most other bids ranged between ₹3.00 and ₹3.97 per kWh. This reflects a steady decline in solar energy costs, making it an attractive option for government buildings looking to reduce electricity expenses.

Under the RESCO model, the selected developers will handle the complete lifecycle of the projects, including design, engineering, procurement, installation, testing, and commissioning. They will also be responsible for operating and maintaining the systems for a period of 25 years. In return, the government institutions will pay for the electricity generated, ensuring a long-term and stable revenue stream for developers while avoiding capital expenditure for the users.

The successful completion of this auction signals renewed momentum in the rooftop solar segment, which has previously faced challenges related to financing and execution. The participation of multiple experienced developers indicates growing confidence in the RESCO model. As these projects move into the implementation phase, they are expected to serve as a model for similar initiatives across other states and government departments, further strengthening India’s clean energy transition.
