The European Bank for Reconstruction and Development (EBRD) has officially launched its InvestEU Portfolio Risk Sharing Facility in Romania, marking an important step in attracting more sustainable public and private investment across the country.Through the InvestEU guarantees, the EBRD expects Romanian banks to provide more than €270 million in new green financing for individuals and businesses.
This funding is intended to support projects that reduce energy consumption and lower carbon emissions, helping the country move toward a more sustainable economic model.The guarantees will be open to a wide group of borrowers, ranging from private households to large corporations. By reducing collateral requirements and improving loan terms, the programme will make it easier for people and companies to invest in energy-efficient buildings, cleaner transport options, and other green upgrades.
For many borrowers, this means access to financing that might have previously been out of reach.Beyond financial guarantees, the EBRD will also offer technical assistance to local banks and final beneficiaries. This support, funded through the InvestEU Advisory Hub, is designed to help ensure that green projects are prepared, implemented, and monitored effectively.
LIBRA Internet Bank is the first financial institution in Romania to join the programme, and more banks are expected to participate as the rollout continues.InvestEU is one of the European Union’s flagship investment initiatives, created to support strategic projects in sustainable infrastructure, research and innovation, digitalisation, small and medium-sized enterprises, and social investment.
By providing guarantees, the programme aims to unlock financing for long-term development and resilience.The EBRD is among the main implementing partners of InvestEU and provides risk-sharing instruments to financial intermediaries across EU markets where it operates. In Romania, both the guarantees and advisory services under this programme are financed through the country’s Recovery and Resilience Facility, which the government has contributed to the InvestEU Member State Compartment for Romania.
With this launch, Romania joins several other EU countries, including Bulgaria and Croatia, that are already deploying the programme. The initiative represents a new chapter in closing the sustainable investment gap and supporting Romania’s green transition.During the launch event in Bucharest, EBRD representatives underlined the importance of collaboration with Romanian banks, businesses, and authorities to ensure the programme delivers its full benefits.
The EBRD has a long history of supporting Romania’s economic development. To date, it has invested more than €12.4 billion across 589 projects, making it one of the country’s most significant institutional investors.
