European Bank For Reconstruction And Development (EBRD) Supports Türkiye’s Green Transition With €50 Million Financing Package For QNB Leasing

The European Bank for Reconstruction and Development is expanding its support for green investment in Türkiye by extending up to €50 million in financing to QNB Leasing under the Türkiye Green Economy Financing Facility III. The package combines €47 million in EBRD funding with a concessional €3 million loan from the TaiwanICDF and is structured to address affordability challenges in regions that suffered severe damage during the February 2023 earthquakes.

The intention is to enable long-term green investment precisely in the areas where reconstruction needs are most acute.A minimum of 30 per cent of the financing will be channelled to earthquake-affected provinces. The aim is to help local enterprises rebuild infrastructure and operations in ways that are more resilient, energy-efficient and environmentally sustainable. This targeted allocation forms part of the broader Türkiye GEFF III initiative, a €1 billion programme that works through private-sector partner financial institutions.

Within this programme, up to €300 million is designated for banks committed to on-lending to businesses in the earthquake zone.QNB Leasing will distribute the financing to small and medium-sized enterprises and other private-sector organisations investing in climate-resilient and sustainable technologies. Eligible uses include energy efficiency improvements, renewable energy installations, sustainable agricultural solutions, green building development and other investments aligned with the EBRD’s Green Economy Transition Strategy.

The goal is to ensure that recovery efforts support both economic revitalisation and the long-term transition toward a low-carbon economy. The EBRD emphasised that this partnership is intended to support Türkiye’s environmental transition while also contributing to the long-term recovery of earthquake-affected regions. By extending green finance where reconstruction needs remain substantial and where access to affordable capital is still limited, the facility is designed to address both immediate recovery and future resilience.

QNB Leasing noted that the financing will expand opportunities for SMEs and other private-sector borrowers to undertake energy-efficient and renewable energy projects. The organisation highlighted that demand for sustainable transformation financing is growing, particularly in the areas most impacted by the 2023 earthquakes. The company intends to continue developing its sustainable finance offerings to help businesses rebuild with greater resilience and reduced environmental impact.

As one of QNB Leasing’s longstanding international partners, the EBRD views the company as well positioned to accelerate climate-related lending due to its sectoral experience, established client base and operational capacity. This collaboration builds on a history of successful green financing initiatives implemented jointly between the two institutions. The EBRD remains one of Türkiye’s most significant institutional investors, having committed more than €24.4 billion across the country since 2009, with the majority invested in the private sector.
