The Gwalior Municipal Corporation has taken a major step toward expanding renewable energy infrastructure by issuing a Notice Inviting Tender (NIT) for the development of a large-scale solar power project in Madhya Pradesh. Through the Request for Proposal (RFP), the civic body aims to appoint an eligible agency for the establishment, execution, and long-term management of a grid-connected solar power plant in the region.

As part of the project, a 2.0 MW AC on-grid ground-mounted solar photovoltaic plant will be developed at Manpur under the jurisdiction of the municipal corporation. To improve generation efficiency and optimize plant performance, the project design includes an additional 20 percent DC oversizing, taking the total DC capacity to 2.4 MW. The selected developer will also be responsible for carrying out all associated infrastructure works required for smooth grid integration and the successful operation of the solar facility.

According to the official tender document, originally dated June 8, 2024, and digitally updated in May 2026, the estimated project value stands at approximately ₹9.98 crore, inclusive of GST and applicable taxes. Interested bidders are required to submit an Earnest Money Deposit (EMD) of ₹4.99 lakh, which represents 0.5 percent of the total project cost. In addition, a non-refundable tender document fee of ₹20,000 has been fixed for participation in the bidding process.

The project timeline reflects an aggressive execution schedule. The selected agency must complete the development and commissioning of the solar power plant within six months, or 180 days, from the date of award. Following commissioning, the contractor will enter into a long-term service commitment that includes a 2-year Defect Liability Period (DLP) along with a 10-year comprehensive Operation and Maintenance (O&M) responsibility. The extended O&M duration is expected to ensure sustained plant efficiency, operational reliability, and professional maintenance standards over the long term.

The tender process has been structured through an online procurement mechanism. The digital authorization of the bid was completed on May 15, 2026, under the approval of Pawan Kumar Singhal, Executive Engineer of the PHE Cell, Gwalior Municipal Corporation. The online window for purchasing bid documents remained open until May 19, 2026. All tender-related documents, updates, corrigenda, and future clarifications are being hosted exclusively on the official Madhya Pradesh e-procurement portal.
